Located at the
Marambaia beach, in Aquiraz, around 35 km from Fortaleza, Aquiraz Riviera will be the largest international standard tourism project in Brazil, with a total value estimated at US$ 350 million. The project is developed by the Portuguese-Brazilian consortium Aquiraz Investimentos SA, comprised by
Ivens Dias Branco , a businessman from the state of Ceará, and by the Portuguese
Ceará Investment Fund – Tourism Real estate Fund,
Grupo Hoteleiro Dom Pedro and
Solverde (the tourism division of the Industrial Violas Group holding concessions for casinos in Algarve). With a total area of 285 hectares, 1,800 of which are oceanfront, the Aquiraz Riviera will have a hotel area divided into eight beachfront lots of four hectares each. It will also have an Environmental Protection area of 58 hectares to ensure preservation of the local fauna and flora.
The construction of the
Dom Pedro Laguna Hotel marks the start of the first phase of the Aquiraz Riviera, with estimated completion in 2012. Besides the hotel, it also includes the complete infrastructure installation – with fully functional systems for untreated and treated water, sewer, irrigation, electricity and telecommunications; and the construction of a 9-hole
golf course, a
Club House, a
Country Club and a
Beach Club.
The second phase of the project includes the construction of multi-family areas and further international standard hotel installations, 9 more holes in the golf course (for a total of 18), a
Village Mall and a Convention Center.
The Aquiraz Riviera will have several sporting centers, crowned by the 18-hole, 72 par golf course laid out over 7,131 yards.
Investment, Job Creation and Human Resources

The investors' estimate is that direct revenue will reach one billion dollars in 10 years, with indirect revenue accounting for another billion dollars. Aquiraz Rivera will generate 4,500 direct jobs, where 1,700 will be in the hotel industry and 2,800 in golf, tourism residences, services and commerce (Village Mall). The indirect jobs estimate in activities related to the project reaches 5,000.
In order to directly participate in this new reality and fulfill the demand for job openings, the Aquiraz municipality is building a tourism and hotel school. The city has the support of the State Government to start managing the technical and preparatory courses for the local population for their integration in the tourism industry.
For the implementation of the infrastructure that will allow for the operation of the project and serve as an incentive to the development of a high quality tourism sector, the
Government of Ceará signed a protocol of intentions in May of 2003, which was later rectified and ratified into a Contract on April 2006. The document covers the building and paving of roads and infrastructure in the region where the project will be established and its surrounding areas.
